Amidst the rapid growth of the housing sector in Cyprus, a significant increase in the number of building permits issued is being observed. According to data published by the Cyprus Statistical Service (Cystat), construction activity continued to grow in October 2025, reflecting strong interest in new projects in both the residential and non-residential segments.
During October, 855 building permits were issued, worth a total of €447.6 million and covering a total area of 356,200 square meters. These permits covered the construction of 1,950 residential units, confirming the strong demand for new construction.
Permit Growth and 2025 Indicators
From January to October 2025, the total number of permits issued reached 6,490, representing a 9% increase compared to the same period in 2024 (5,955 permits). Meanwhile, the value of licensed projects increased by 27.7%, the development area increased by 30.7%, and the number of approved residential units increased by 33.1%, demonstrating the dynamic growth of residential construction in Cyprus.
The increase in the number of residential construction permits was particularly noticeable: 4,832 permits were issued over the ten-month period, significantly exceeding the 2024 figure of 4,047 permits. At the same time, the number of non-residential construction permits decreased from 965 to 684, indicating a shift in focus to the residential segment.
Construction project permits increased from 347 to 391, and the number of land subdivision permits increased from 431 to 488. Meanwhile, road construction permits decreased—95 compared to 165 in 2024.
Total Project Area and Value
In terms of area, residential developments occupy 2.18 million square meters, significantly exceeding the previous year's figure of 1.61 million square meters. Non-residential building area reached 424,127 square meters, while construction work totaled 11,970 square meters, bringing the total project area to 2.61 million square meters.
In value terms, residential projects totaled €2.50 billion, compared to €1.91 billion in 2024. Non-residential projects increased to €518.6 million, while construction work increased to €148.3 million. Meanwhile, land subdivision work decreased from €34.6 million to €29.8 million, while road construction decreased from €12.41 million to €7.45 million.
Typology of New Properties
Multi-family buildings accounted for the largest share of new housing, reaching 8,519 units, significantly up from 5,958 units the previous year. Single-family homes increased from 2,350 to 3,072 units, while semi-detached buildings increased from 705 to 949 units.
At the same time, the number of mixed-use residential and commercial buildings decreased sharply, from 578 to 230 units, demonstrating a shift in developers' interest toward purely residential properties.
Changes in the Permitting System
Cystat noted that, effective July 1, 2024, responsibility for issuing building permits was transferred from municipalities and district administrations to newly created local government bodies (LGOs). Applications are processed through the integrated Ippodamos system, which has streamlined the process, accelerated approvals, and improved oversight of construction projects. Cystat data shows that Cyprus continues to actively develop its residential sector, despite a decline in permits for non-residential properties and road construction. The main driver of growth is multi-family and single-family residential projects, whose growth in size and price indicates strong interest from investors and buyers.
